I saw this picture a few days ago on the CTC site, at first it did look like maybe a wolf or a stray dog...maybe the New Jersey Devil? ;) Anyhow, after looking at it a few times now, it simply looks like a rabbit badger terrified. Of course, those are just my thoughts...

one question I have is why are the eyes not lite up?even if you take someones pic. or an animals picture the eyes are lit up...I have alot of doubts on this one...

It looks like a plastic wolfman mask. Like the ones that came with a flammable costume.

interesting

It does seem rather unusual, but the grainy nature of the photo is hard to tell.

The picture it's hard to make out.. it could simply be a dog/wolf in there...

But, one odd thing... the flash is showing the teeth well. I'm assuming there is a flash due to the shadow that is being cast by the tree onto the creature, and the way the shadow is on the branches in the foreground. Also the light sorce seems to be from the right hand side of the lense where typically camera flashes are on cheaper cameras (more expensive ones have them right above the lens). Since this picture is so grainy I'm sort of assuming it wasn't a high end camera.. but I hate to assume. So, back to the flash concept... anytime I have taken a picture of a dog like that... all you can see is the glowing eyes from the camera/lightsource. Which sort of leans me to the idea that it's not a real item, but possibly a mask like underdog had mentioned.

Teeth/Fangs

At first I thought I was seeing an open mouth bearing teeth but then I noticed that it seems to be part of the tree, maybe a ragged place where a branch broke off.

And like you said, if it's an animal you'd think there would be the green glow that you get with dogs and such.

The face in general looks so flat and the eyes are a bit beady but once the "fangs" are photo shopped out he looks very much like an apeish man with a full beard and even lips!
