Conscious, free-ranging, agenda-following ghosts?

Anybody hear of anything like this? An incorporeal, conscious entity (once linked to a dead human being) that goes wherever, sees whatever and (perhaps) interacts with the environment without being tied to a specific place or thing?

I've heard of tales like this occuring but personally i've never had it occur. Usually spirits can't interact completely with its enviorement a 100%.
